Diesel cars must comply with Euro 4 emission standards since 2018
Imported and assembled running gasoline engines still have to comply with the new emission standards from this year, but only diesel cars are delayed to the beginning of 2018.

Prime Minister Nguyen Xuan Phuc has just sent an official dispatch to ministries and agencies on the implementation of the roadmap to apply emission standards in accordance with the Decision No. 49/2011 of the Government.

Accordingly, the Prime Minister requested to maintain the roadmap to apply standard emission standard level 4 (Euro 4) for cars, 2-wheeled manufactured, assembled and imported motorbikes. Especially with enterprises that import, produce and assemble automobiles using diesel, are carried out until December 31, 2017, as directed by the Prime Minister at the Document dated on March 10, 2017.

Automobiles have been certified by the Ministry of Transport to meet the emission regulations to carry out the relevant procedures. Enterprises must have plans to import, produce cars and ensure the completion of customs procedures, register and launch before December 31, 2017. After this time, if not completed, it must be re-exported or exported.

Also in this document, the Prime Minister assigned Ministries of Finance, Ministries of Transport, Ministries of Police and Ministries of Industry and Trade to quickly resolve customs procedures, registration, registration and related procedures as prescribed. 

At the same time, the Ministry of Transport was required to supervise automobile manufacturing, assembling and importing enterprises from January 1, 2018, all types of manufactured, assembled and imported automobiles must meet level 4 emission standards.

The Ministry of Industry and Trade directs the petrol and oil trading clues must have plans to supply and distribute petrol and oil of grades 4 and 5 on the market; In the 4th quarter of 2017 to complete the conditions on infrastructure and trade to supply diesel level 4 to the market by January 1, 2018.

In fact, the roadmap to apply automobile and motorbike emission standards in accordance with Decision 49/2011 with requires of meet the emission standards equivalent to Euro 4 to be issued since 2011, but effective from 2017. According to this roadmap, cars and diesel-engine buses will apply Euro 4 emission standards from January 1, 2018; Only diesel trucks will be applied until 2022.

However, since January 1, 2017, the Registry Department has stopped issuing ex-works certificates to cars that use imported diesel engines in 2017. This has caused many difficulties for enterprises who signed contracts with customers but without goods for delivery.

Sharing at the meeting and introducing investment opportunities in Vietnam National Petroleum Group (Petrolimex) on the afternoon of March 29, Mr. Bui Ngoc Bao - Chairman of Petrolimex's Board of Directors said that from January 2017, the group had officially sold RON 95 gas with emission standards of level 3 and level 4.

According to Petrolimex, gasoline that meets level 4 emission standards has a maximum lead content of 0.005 grams per liter, while standard II gasoline up to 0.013 grams per liter. The sulfur content (environmental pollutant and engine wear) in gasoline standard IV is only 50 mg per kg, while standard II gasoline can be 10 times higher.
